In 1935 this badge was instituted as a national decoration for exceptional service to Hitler Youth movement. No more than 250 were ever conferred, with recipients including such highly placed individuals as Himmler, Ley, Rosenberg and Todt. The awards prestige is indicated by the fact that it was often worn above the Golden Party Badge.
